Serbian citizen, declared undesirable for 15 years

On November 14th, 2017, the Bucharest Court of Appeals granted the order for declaring undesirable for a period of 15 years, for national security reasons, the Serbian citizen ZVIKOVIC BRATISLAV (born on November 12th 1975).
ZVIKOVIC BRATISLAV is commander of the Serbia Chetnik Organization “Cetniciki Pokret”, which is known as a paramilitary organization of chauvinist nationalist orientation.
Between 2014 and 2015, the Serbian citizen ZVIKOVIC BRATISLAV took part on the side of pro-Russian separatists(along with other Serbian volunteers, members of the organization) in the conflict in Ukraine.
In 2017, ZVIKOVIC BRATISLAV made several trips to Romania, with the purpose of collecting data which, in accordance with the legislation in the field, constitute risks and threats to national security.
ZVIKOVIC performed preparatory actions of acquiring and transmitting state secrets to a foreign power or organization, or to its agents and of setting up intelligence networks on Romanian territory.
ZVIKOVIC BRATISLAV has shown interest in obtaining classified documents regarding the critical infrastructure and military facilities, both national and those of the allies, placed in South-Eastern Romania with the intention of affecting our strategic partnerships.
All actions undertaken by the Serbian citizen in Romania were clandestine and his modus operandi was specific to espionage activities.
The specific measures taken by the SRI Counterespionage Directorate have led to preventing the exfiltration of classified information which could have harmed national security interests.
The Serbian citizen did not manage to obtain any classified document or information.
The SRI evaluation has shown that the presence of ZVIKOVIC BRATISLAV on our national territory constituted a risk to national security and this was the reason why the matter was referred to the Public Ministry, with the proposal to declare this citizen undesirable.
As national authority in the field of counterespionage, SRI has made it its priority to prevent any risks and threats to Romanian citizens and has cooperated in this case with internal institutions (the Ministry of Internal Affairs – General Inspectorate for Immigration, and with the Prosecutor’s Office attached to the Bucharest Court of Appeal), as well as with our partners abroad.
