Pakistani citizen declared undesirable for 10 years

Upon notification sent by the Romanian Intelligence Service, the Bucharest Court of Appeal, by its decision no. 1668/2018 of April 4, 2018, ordered that the Pakistani citizen M.I.R. be declared an undesirable person in Romania for a period of 10 years.

M.I.R., who had been granted the right of long-term residence in Romania, came to the attention of the Service in 2016, due to certain information according to which he was undergoing a religious radicalization process, carrying out extremist-terrorist propaganda activities in hermetic environments.   

As a result of our intelligence operations, we established that the aforementioned individual carried out activities representing threats to our national security, in accordance with art. 3 (i) and (l) of Law no. 51/1991 on Romania's national security. He came to our attention due to his religious radicalization and his extremist propaganda inciting to violent actions in favor of the ideology promoted by a terrorist entity, which he carried out in hermetic environments of his fellow worshippers and online.  

By promoting certain ideas, views and attitudes typically embraced by the terrorist entity and by intensifying his propaganda activities aimed at his fellow worshippers in Romania, the risk of radicalization increased. At the same time, this could lead to the the creation of certain groups of fanatical followers of the goals promoted by the terrorist organization, capable of supporting foreign extremist individuals or even of engaging in direct actions in accordance with their orders.  

At the Service's request, the Prosecutor's Office attached to the Bucharest Court of Appeal notified the Bucharest Court of Appeal which, pursuant to art. 86 (3) of the Government Emergency Ordinance no. 194/Dec. 12, 2002 regarding the regime of third-state citizens in Romania, in conjunction with art. 44 of Law no. 535/2004 on the prevention and countering of terrorism, ordered that the individual in question be declared an undesirable person due to his involvement in actions which, according to art. 3 (i) and (l) of Law no. 51/1991 (republished), are threats to our country's national security. The aforementioned foreign citizen is no longer in the country.

In its capacity as national authority in the field of preventing and countering terrorism, the Romanian Intelligence Service's main mission is to prevent any terrorist risks or threats, by working together with the other members of the National System for the Prevention and Countering of Terrorism, as well as with its foreign partners.

As a member of the United Nations Organization, our country has the following obligations:

  • to deny the right of residence to individuals involved in the financing, planning, support or perpetration of terrorist acts or to deny shelter to such persons;
  • to prevent individuals involved in the financing, planning, facilitation or perpetration of terrorist acts from using its territory for such purposes against third states or third-state citizens.
