Iraqi citizen declared undesirable for 10 years

Following the specific measures taken by the Romanian Intelligence Service, by the decision no. 57 of March 7, 2019, Bucharest Court of Appeals declared the Iraqi citizen M.M. as undesirable for Romania for a period of 10 years.
M.M. came to the0 attention of the Romanian Intelligence Service in 2016, shortly after arriving in Romania. The Iraqi citizen belonged to a group relocated in our country under the EU 2015 Decision on mandatory quotas of persons allocated to Romania in need of international protection.
Following intelligence-operational activities undertaken by the Romanian Intelligence Service, we ascertained that the citizen carried out activities specific to terrorist group followers which, in accordance with the counter-terrorism legislation, constitute threats to national security.
In the country of origin M.M. had direct contact with members of terrorist groups and was exposed to jihadist propaganda and, as a consequence, he adopted a radical behavior.
At the Service's request, the Prosecutor's Office attached to the Bucharest Court of Appeals notified the Bucharest Court of Appeal which, pursuant to art. 86 (3) of the Government Emergency Ordinance no. 194/Dec. 12, 2002 on the regime of foreigners in Romania, ordered that the individual in question be declared undesirable, due to his involvement in actions which, according to art. 3 (i) and (l) of Law no. 51/1991 (republished) are threats to our country's national security.
Following the decision of the Bucharest Court of Appeal, the Iraqi citizen was taken into public custody by the General Inspectorate for Immigrations within the Ministry of Internal Affairs in order to be expelled from the country.
As the lead national authority for preventing and countering terrorism, the Romanian Intelligence Service's main mission is to prevent any terrorist risks or threats, by cooperating with the other members of the National System for Preventing and Countering of Terrorism, as well as with its foreign partners.
The Romanian Intelligence Service cooperated with the General Inspectorate for Immigrations and the General Inspectorate for Border Police within the Ministry of Administration and Interior, in order to complete and verify the information, as well as monitor and carry out specific measures regarding the suspect.
