Cooperation protocol between the Romanian Intelligence Service, the Prosecutor's Office attached to the High Court of Cassation and Justice and the High Court of Cassation and Justice for fulfilling their responsibilities in the field of national security
18 June 2018
The declassification procedure for the cooperation protocol between SRI and PICCJ, launched at the end of May by SRI's director, Mr. Eduard Hellvig, has been completed today, and the document has been published.
The declassification took into account the fact that the protocol no longer contains data or information which could endanger Romania's national security, as it is defined by the legislation in force today and by the recent relevant decisions of the Constitutional Court of Romania.
The main issue covered by the protocol was the creation and implementation of the legal and organizational framework for the security accreditation of the joint IT system used for managing the classified information circulated during the procedures for issuing national security warrants.
The protocol was signed further to a mandatory request issued by ORNISS (March 2006) whereby those two institutions were required to conclude a mutual security agreement, and PICCJ was required to obtain a security accreditation certificate.
Pursuant to the instructions issued by ORNISS, in 2009 SRI and PICCJ signed the security agreement, and in 2012 the security accreditation of the interconnected IT system was performed. In March 2017 the accreditation was extended until 2020.
Thus, considering that the purpose of the agreement has been reached, it can be made public.
