Romanian citizens under investigation for treason

Following specific actions of The Romania Intelligence Service (SRI), in cooperation with The General Directorate for Military Intelligence (DGPI) and The General Directorate for Internal Security, prosecutors of the Directorate for the Investigation of Organized Crime and Terrorism – Central Unit have taken legal action leading to the arrest, on March 5, 2025, of a group of Romanian citizens under investigation for treason.
Since 2023, the Romanian citizens have organized and carried out activities, including the set up of a paramilitary group, targeting the national constitutional order of Romania, and performing subversive actions of a seditious nature with the aim of influencing the Romanian socio-political environment. In pursuit of their destabilizing objectives, representatives of the group actively requested support from Russian Federation Embassy officials. As part of the same instigation, two diplomats of the Russian Federation Embassy were declared personae non gratae by the Ministry of Foreign Affairs, on March 5, 2025, under Article 9 Par. 1 of the Vienna Convention regulating diplomatic relations (April 18, 1961), ratified by Decree 566/1968. The two Russian diplomats carried out intelligence gathering activities from strategic areas of interest and supported the anti-constitutional demarches of the group.
SRI and DGPI will continue to closely monitor the security risks and will timely inform the law enforcement bodies in order to ensure the protection of the national security.
